The latest measure, confirmed by the Minister of Health Mónica García today, was borne from an anti-smoking plan approved by autonomous communities at the Interteritorial Council of the National Health System, which tried to expand smoke-free zones across Spain.
The Draft Bill must be approved by the Council of Ministers of Spain before being sent to Cortes Generales, the country’s parliament.
There it will require an agreement from other parties before it becomes an official legislation.
Garcia told El Pais this week that she wants to act after the measure so that “Spain can be at the forefront of anti-tobacco policy.”
She added: “I hope we do not give in to the lobbies exerting significant pressure, as always. And the tobacco lobby is doing its job. But ours are to defend the health of the population, the citizens. ‘
But the plan can take British holidaymakers away from the country, as the country has already begun to break down on public smoke.

Earlier this year, British tourists were warned that many of their great fines were facing vaping on Spanish beaches.
Smoking is not allowed on many beaches in Spain, and 28 beaches on the Baleraic islands as well as ten beaches in Barcelona and others across the country said vaping was prohibited.
Wickdup director Mike Byers, a vapor firm, said: ‘Although it can be tempting to use your vape while relaxing on the beach, it is important to stick to local regulations and laws.
‘Smoking is usually allowed in private, open-air terraces of bars and restaurants, provided the area is not covered by more than two walls and a roof.
‘So if you yearn for your vape, take it as an opportunity to enjoy some time at a local bar or restaurant and get an important rest from the direct sun.
‘If in doubt, use gov.uk to seek advice when it is uncertain and staying up to date with laws and regulations in each country.
“Many EU countries allow vaping in public spaces, so consider these countries when you get away from summer from summer.”
